Meeting Minutes- 11-17-09
Cheryl Little opened the meeting by saying a new contract is coming up and that we need to do a mobilization. She also advised people to call Judy Miller to check to see if a meeting is delayed due to weather. Also she asked people to check the Union website seiu668.org for House Bills being considered or passed. Cheryl says real trouble is coming by 2020, and advised people to register and vote.
Health and Safety report (by Cheryl Little) said that conditions are “tragic” in some offices, and that she is getting 10 emails a day from various offices. In Philadelphia, the 28 offices of the County Assistance Office have been combined into 15 offices, and fights have broken out there. People are breaking out in rashes from substances in the offices, and they are going to the hospital. This Thursday is the CAO Office meeting. We need to develop phone chains, as part of Mobilization, and have the phone chains tested before the New Year. Motion to accept report – Greg Kovalick, seconded by Dave Burns. Treasurers Report by Pat Barnes. As of Sept ’09, there was $934 in the budget. We will be starting with a new budget soon. Motion to accept report – Steve Gilson, seconded by Greg Kovalick. Motion passed to accept report as read.
Chapter 7 Minutes from last meeting (9-22-09) were read by Greg Kovalick, Chapter 7 Secretary, and copies handed out. Motion to accept report - by Pat Barnes, seconded by Andy Woll. Motion passed to accept report as read.
Pat Barnes and Steve Gilson presented on conditions at Selinsgrove Center – that time clocks have been installed there, at an outrageous cost of $ 250,000 for 20 time clocks. It will be a major headache for Supervisors, especially when people are late for work, etc. There have also been unfair promotions of Staff at Selinsgrove Center. Unqualified people have been promoted, and it is unfair. Motion to accept report by Greg Kovalick, seconded by Andy Woll. Motion passed to accept report as read.
The Business Agent report was presented by Judy Miller. She said that Centre County Prison Lieutenants have signed Union Cards. Also, “on call” employees have gone to being “Part time” employees, which is a good thing. They will eventually be full time employees. A Clinton County employee who was terminated will be coming back to work, as will a Tioga County employee. Judy also advised people to get active with the Union by registering their home email on the SEIU website. This is part of the Human Services Campaign. Cheryl Little said that there will be Mini Lobby Days next year, and Lobby Days also. Also she said that we may get 800 more members if Center County signs Union cards. Cheryl also advised us that Management cannot directly make deals with people, this is

an Unfair Labor Practice. Asking staff to accept Comp Time over Overtime is an Unfair Labor Practice also.
The OVR Meet and Discuss Report was presented by Greg Kovalick. He described the continuing problems with CWDS. Motion to accept report by Pat Barnes, seconded by Julia Kerlin. Motion passed to accept report as read.
