CHAPTER 8
MINUTES OF AUGUST 11, 2009 MEETING
I. CALL TO ORDER: Steve Jarrell, Chapter Chair called the meeting to order.
INTRODUCTIONS: Everyone present introduced themselves.
II. ATTENDANCE: Sign in sheet (see attached).
III. CORRECTION and/or APPROVAL OF THE JUNE MINUTES AS MAILED.
MOTION: To approve the June minutes.

No Chapter meeting held in July.
IV. CHAPTER CHAIR REPORT: -- Steve Jarrell, Chapter Chair.
● Governor signed Bridge Bill, but we still have no budget. The fight goes on – the lack of a budget affects people at the county level.
● SCAP is closed Friday. MH/MR in Dauphin County will hold a rally at the Governor’s mansion. Anyone can go – please go. 5:00 p.m. this Thursday in front of the governor’s mansion. Working moms cannot get day care.
● Need someone to make motion to pay expenses.

VI. TRAINING TOPIC: Labor-Management meeting.
Seven to one management is a lot; hard to accomplish something.
Cost of threat – we are on equal. It is our meeting, we chair that meeting. This can happen from either side. Out of frustration it can threaten either side. If you call "unfair labor practice" you need to know what that is.
Shop will not back off – Approach them, expect them to respect you, but you need to give respect to them first. Never go into a Labor-Management meeting without knowing what everyone was going to say. Always meet with everyone before going into the meeting.
Shop steward needs to set up a committee. – Choose from shop stewards, leaders. Once the committee is established everyone should serve their term. You may have all shop stewards. Labor-Management meeting is to open up lines of communication. If shops have no Labor-Management meetings for a while the management may fight to not having meetings.
Chief Steward has to go the talking. – BA cannot do this for you. Set it up, one week ahead of time and send them an agenda. Put it on a bulletin board for people to put on their items. If there is a ridiculous item, you should talk to the person to get it removed.
Know what you are talking about. – Everyone should take accountability. You can’t say everyone is complaining about . . . , they will ask "Who"? You need to talk to the person ahead of time so you can say so and so said. If it is not on the contract, it is not grievable. Someone saying the wrong thing at the wrong time can get everyone into trouble. The word "impasse" means "strike" don’t use it lightly. You can meet every month, or every other month or even quarterly. Supervisor can be difficult, but you need to let them know, tell them "I am attending a labor-management meeting" or e-mail them.
Shop Steward is there to defend the contract. – "Show me the contract" if there is no contract violation, you do not have to take it up. Assign a note taker; you do not need to give them a copy of your notes. They will have their own notes and will give you them. If there is an incorrect note, make sure you get it corrected. The act said not recording at the meeting.

COPE: $14.00 collected.
IX. COMMITTEE REPORTS:
Central Labor Council report – short meeting, collecting eye glasses, used cell phones and chargers, non-perishable food, and stamps. Injury Workers Pharmacy, Blood Bank Charity Ride.
Retiree – Lawrence Funck, Labor Day breakfast is September 7, cost is $7.00 per person.
MOTION: To send 4 people to the Labor Day breakfast at AFSCME.

Door prize for breakfast.
Retirees have had no COLA for sometime. By 2013 the Legislators need to come up with a pension reform. Retirees will come up with a position paper.
