COVID-19 and DHS Impact

This morning, we sent the Commonwealth an additional letter invoking our right to bargain over the change of DHS workers from ‘Non-Essential’ to ‘Essential’ that occurred without any prior notification or filing of appropriate paperwork. Such a designation change clearly impacts employee working conditions and as such is a mandatory subject of bargaining.

SEIU Local 668 is demanding the Commonwealth come to the table immediately and to rescind its directive to reclassify these DHS employees as essential employees and bargain any changes related to COVID-19 policies directly with the Local.

We learned late this afternoon that most, if not all, CAO worker and supervisor positions have been changed to Essential from Non-Essential. All CAOs are opening tomorrow but are closed to the public and general foot traffic. We found out this news at approximately 4PM on Monday and have made our disappointment known.

SEIU Local 668 is working hard to reduce the number of people at CAOs as best as we possibly can under these new circumstances. We’re still processing this ill-informed decision and we’re sure you are too. We’re aware of other agencies making similar decisions and are working to prevent this from happening or limiting its impact as much as possible.

Tomorrow is Purple Tuesday; we urge you to wear purple in this time of crisis to show unity with your coworkers. Make sure it’s known how you feel (legally, safely and reasonably) about this decision and know that 19,000 workers in PA are wearing their purple with you as well.
