Cover All Pennsylvania Information

TO: CAO Caseworkers

FROM: Bill Bacon, Legislative Director

DATE: March 13, 2008

SUBJECT: Health Care Legislation

The Governor’s proposal to Cover All Pennsylvanians (CAP) was amended into SB 1137 yesterday by a vote of 114 to 81. The current language in the bill makes some vague language that requires the program “coordinate with the Department of Public Welfare in the implementation of this chapter and may designate the D.P.W. to perform any duties that are appropriate under this chapter.”

This is, we are told, the language that ensures we do the work. We need much stronger guaranties that we will do the work then this current language grants.

This bill now moves to the State Senate for consideration. Please call, fax, and email Senators Pippy, Orie, Logan, Ferlo, and LaValle and request that they amend SB 1137 with language that requires this work be done by public employees.
