Pennsylvania finally has a budget deal. After 11 weeks that included payless paydays for state workers and tremendous devastation to county agencies that were forced to cut hours, lay off and borrow money and tap reserves to survive, there is a handshake agreement. While the details are still being worked out on the $27.9 billion spending plan, it will not raise broad-based taxes, such as the state personal income tax but will include higher taxes on cigarettes and about 100,000 businesses. This spending plan is down almost $400 million from last year's budget. Further information will be posted as it becomes available.

Legislative leaders presented a modified budget plan to Governor Rendell late Wednesday that keeps to the basic framework of the roughly $28 billion proposal they unveiled last week, but does swap in some new revenue sources to the tune of $1.2 billion.
Meetings ended at midnight with legislators waiting for the governor's response to their proposal, the latest effort to end an 11-week state budget stalemate.
Rendell is expected to review the proposal today.
